REQUIRED QUALIFICATIONS AND EXPERIENCE

· Matric/Grade 12

· A Bachelor’s Degree or NQF 7 equivalent in Public Administration/ Management, Monitoring and Evaluation; Information Management, Project Management or other relevant academic qualification.

· At least 5 years working experience within the broader public sector of which 3 years must be within the Strategy, Planning, Performance Monitoring and Evaluation

· A minimum of 2 years’ experience in project management

· Research experience an advantage

· Knowledge of performance audits and statistical background an advantage

· Knowledge of systems and processes of outcome-based governance

COMPETENCIES, KNOWLEDGE AND SKILLS


· Proficiency with key Microsoft (MS) Office applications: MS Word, MS PowerPoint and MS Excel;

· Knowledge of research methodologies, data collection, analysis and reporting writing;

· Excellent writing and communication skills;

· Good analytical skills

· Good planning, facilitation and organising skills

· Knowledge of the development of the strategic plan, annual performance plan and operational plans.

· Knowledge of project and programme management.

· Knowledge of planning, performance monitoring frameworks, national outcomes, Financial Management of Parliaments and Provincial Legislatures Act (FAMPPLA) /Public Finance Management Act (PFMA)

PURPOSE

To facilitate the development, implementation, maintenance and promotion of a uniform strategic, annual and operational planning system for the ORGANISATION. To facilitate the development of M&E systems and ensuring its implementation by stakeholders.

RESPONSIBILITIES:

  1. FINANCIAL

  2. RISK MANAGEMENT

  3. PLANNING

  4. COORDINATE THE MEDIUM TERM STRATEGIC FRAMEWORK (MTSF) OUTCOMES WITHIN ORGANISATION

  5. ORGANIZE AND FACILITATE OPERATIONAL PLANNING WORKSHOPS/ SESSION

  6. PROVIDE SUPPORT SERVICE WITH REGARD TO THE ADMINISTRATION OF STRATEGIC AND OPERATIONAL PLANNING.

  7. DEVELOP, REVIEW AND UPDATE GUIDELINES FOR OPERATIONAL PLANNING

  8. MONITORING

  9. EVALUATION

  10. RESEARCH

  11. REPORTING

  12. STAKEHOLDER MANAGEMENT
